WHY UK Ping is 400 ???!!!

ok, now i just finished downloading and installing Crossfire after i installed new copy of my windows and bought new strong router, because my ping was killing me, my usual ping is 70-90 suddenly one day it jumped to 400 and never came back down, i configured my new router 3 times and checked with the Internet service provider (ISP) that my internet connection is functioning perfectly and made sure everything is set up correctly. I checked my download speed and it is totally normal, nothing wrong with browsing the internet. it's just the ping jumped and spiking between 300-400
P.S. i usually play in uk4 or uk1
Any suggestions what can i do so far?

    if you did something with your IP adress (maybe for surveys)
    it can mess up ur ingame ping..

    o ye u need an solution...
    hmm

    turn ur computer off
    take internet cable off
    put back in 1hour
    turn computer on
    + if you use modem, turn it off.

    put back in 1hour
    turn computer on
    + if you use modem, turn it off.

    Yea turn off the ip changer/hider/spoofer and maybe ur isp is doin some stuff cuz like my isp when they were upgrading i had 300-600 ping when i norm had 30-50 in bravo

    Make sure you're not using a proxy, otherwise it could be another task using the internet in the background as well, or could possibly be another device interfering with the internet, such as an iPod.

    well, i havent made any surveys in 2 years :)) and i've already tried all what you said, i have been struggling with this problem for nearly a month.

    well, i dont have any ip changers/hiders/spoofer, but probably the isp is the reason, maybe they are upgrading .. but i called them more than once and they never mentioned that, really weird :(

    well, i just installed new fresh copy of windows 7, which means there is no proxy :) but i have made sure all devices are disconnected when i log in to the game, i am really confused now about it :D
