transfer privileges of a clan leader (banned) to another account

I am part of a clan and unfortunately, the leader ran an illegal program in your account and it was banned in the game (congratulated crossfire game administrators to control the use of illegal software in the game), as the leadership of the clan was lost in this account administrative privileges thereof, affecting clan members not having the support of a leader. I wonder if there is a possibility or way to transfer leadership to another player (account).

The player's name is Vacuryu, Elitescorpion clan leader.
