transfer privileges of a guild leader (banned) to another account

Hello.

I am part of a guild and unfortunately the leader ran an illegal program in your account and it was banned in the game (congratulated game administrators to control the use of illegal software in the game), this made the leadership in that account be lost, affecting clan members, not having the support of a leader. I wonder if there is a possibility or way to transfer leadership to another player.
