How can I know the hacker I report is banned or not?

I spent so many time woking on that,and I need to know they had been banned or not.
I want to say that the report process is so untoward,and the hacker in game is so much,if the hacker can not get banned even someone spent so many time to report them.What can I say about this Game? Sorry for My English bad,but I think I already give the meaning of what I want say.

here is the official ban list :

check it out in a few days depending how long ago u sent in the report, check this list if the "hacker" is there.

just type in their IGN into the search box and done.. if they appear then their banned and if they aint there then their not banned yet...
