Vote-Kicking is bad! agree?

take out the kicking pls.in 90% of the time on a map there is a votekick in process. And 90% of the kickvotings are abusive. players just find this a way to get an ace. Ex: alaska;12:2 score (wich is a normal score for this map); the guy below me on the scoreboard starts the votekick. plus it's annoyng to play and allways popping up a votekick message.it's just distracting.
There are other solutions for gettig rid of hackers,plus if there is a hacker,his teammates won't kick hit,it guarantees them a win....so kickvoting is just useless and unfair.
