It's when you fire short rounds which is usually three, however you can control how many shots you want to shot.Anything between 2 to 5 is considered a burst in my opinion. If you fire in full auto it is considered a spray which is the opposite of shooting in bursts. If you get the Famas and right click it, it changes whether you want to shoot in full auto or bursts and it automatically controls the burst for you.

I personally consider 5 to be a semi-spray.
As long as it's controlled I guess it's fine though. -

Usually you "burst" at the chest / neck region and spray a few shots, hoping the recoil will push up to their head.
