You gain more game sense every time you play, so yes, the more you play the better you'll get. Not that noticeable at higher skill levels but still present. Think of it as someone who just started playing the game, first game he tried to throw the grenade back. He learnt not to do that by playing.
In a nut shell, yes it does help playing more. Of course reflexes and such help, but you're nothing without a strategy. -
If you have fast reactions, good hand/finger dexterity, you'll most likely be good at the game, I don't think IQ would help, unless you're very stupid.
But one still needs to play regularly to be used to the gameplay style, strategies, recoils, spray patterns, how players move and game sense.
"Skill" isn't required to be good IMO, you just have to take interest in the game and play, but it still makes the difference between "above average" and "great". -
Is it true that the more someone plays this game, the better they get?
Or are there other things that make someone as good as they are.
IQ, Reflexes, etc.

I believe the more you play the better you will get but you cant take the term to literal, you have to be constantly challenging yourself to make yourself better and by this I mean someone pubbing Egypt all day every day will get better but will not become great.
Of course having good reflexes etc will be a great base for you to start increasing your skills on top of. -
The reflex's and aim are only part of the scope of being good at an fps. Positioning, predictions, timings, kiting, map awareness and believe it or not latency control can all have a huge impact on your game-play.
Of course people will get better over time, it's just a matter of how much better... Some people can take eons to learn what some learned in hours. -
you will pretty fast find yourself comfortable with both your aim and reflexes if you play this game.
theres really no point tracking down milliseconds and thinking it'll make a huge difference.
what will hold you back is intelligence, with all that comes with it.
you'll never be more than an average player if you don't have the mental ability for it.
twitching muscles is secondary.
maps are simple and straightforward, doesn't take long to learn every nook and cranny.
useless information if you don't have the spatial awareness to use it though. -
Anticipation.
Once learning how everyone plays, you can have ability to understand where they would go just like wall hack but not 100%.
Experience.
Having played many games with many different people gives you experience which helps you also gain better. -
Of course you've heard the saying practice makes perfect and in this case that is very true.
