What happens to expired infraction points?
Do they count up towards a ban despite being expired?

Only if you get 10 individual infractions do you get perma'd. Warnings don't count as infractions, though.

pretty much this.

they count towards total infractions received, and so still count for perma bans, but do not count for temp (i.e. 7 day) ban...
