i used hack once in my life and i got blocked and i already lost my honorable and i regret using a hack but now in the summer games when i check rewards it say [You are NOT eligible to win a prize due to hacking on Mar 27 201] for how long do i have to pay for that mistake ? i heard that after 1 year i get my honorable soldier back is it true ?or i will be punished in this game 4 ever ?

2011 or 2012 ?

If it was 2011, send a support ticket. If not, assume the fact you hacked.

2012 i dont care for this ribbon but if this is going to be fixed after 1 year i will accept that

You never get your honorable soldier ribbon back.
Seeing how you've hacked in the past year you can't participate in the event.
