They promote who they think has the ability and is active enough to be a mod. The gender just happens to be majority male.

There's plenty of active females that are here on a daily basis. They should advertise for a female mod position

Just like Beast said, the Moderators are chosen for their dedication and commitment to keeping order on the forums. Many of those forumers are active and are females. They have just as high a chance of being chosen for a Moderator as any male forumer is. It just so happens that the majority of the present Moderators are male in gender, yet there is no doubt that female Moderators will be given the commitment of keeping the forums orderly in the near future.
