How to get unbanned from Mumble?

Ask the server owner to unban you. Every client has a unique ID that gets banned along with the IP address. You're gonna have to change both the IP and the Mumble client.

Configure > Certificate wizard > Create new certificate.

It recreates you a new 'user'.
