trying to create clan but getting hung up.

What happens is it asks me to fill in the info.. then check the 5000GP box so then i do.. then I go on about my business and hit next or w.e. and it tells me i need 5000GP first.. i currently have 9000+ gp.. so i dont see what im being stopped on..
