Each pixel has a red, green, and blue component. Each color component has 255 shades. Just like in art class, by adding different amounts of each component (red, green, blue; ie RGB), you get your colors.
What digital vibrance does is "bump up" the color components of each pixel. For example, if you have:
Red Shade = 43
Green Shade = 36
Blue Shade = 177
This is a dark blue. By adding digital vibrance, the shades will each be increased by a certain amount. Like this:
Red Shade = 50
Green Shade = 43
Blue Shade = 184
The problem with digital vibrance (same as increasing brightness and contrast) is that you can get a washed out effect on your screen. Bright blue colors and almost bright blue colors are now equal.
