Oh, the version ini problem. This has happened to me multiple times.

All you need to do is keep retrying it and it will eventually (after multiple times) start to load.

can anyone help me I live in ontario canada and apparently my region is blocked and I don't know what to do now

If your version is blocked then your not in canada because it registers your ip address when you create character.
