Anyways I personally don't know any programs but after my 5 min research "FL Studio" came up a few times. It's not free though.

Nevertheless good luck to you, I'm a huge fan of dubstep from Skrillex all the way to Datsik I love all types. Hoping to hear good stuff from you. -
How to make dubstep:
1. Get a rock
2. Get a laundry machine
3. Insert the rock into the laundry machine
4. Start the laundry machine
5. Record
6. Upload on youtube
7. Try to not get sued by Skrillex.
Anw, FL studio is good for that, you'll need samples (which are not free) though. -
One of my best friends is a Dubstep producer [he's more local, and plays at clubs and such].
He uses FL Studio and Logic Studio.
He prefers Logic, as he's been using it on his Mac forever, but took up FL Studio to get to know both. He doesn't like FL's user interface, and hates PCs in general.
Price-wise, if you're going to get Logic, get the digital download and save $300. -
