Though your argument is reasonable, the IP restriction will not be removed. Communication between players was getting very difficult, and you being from Russia, I could imagine how high your ping would be, which would end up being complained about if the restriction were to be removed.
Encourage your version to patch the game more often, and report any noticeable hackers in your version.

my ping at CF Russia: 135-150
my ping at Z8Games CF (UK servers): 75-95 (if my ISP have a troubles my ping will increased to 120 and i'm very unhappy to play with that ping).

2. create a account at RUCF (trust me, no IP ban here )
3. try to play that version.

yup... but IP restriction can't work with different anonymizers or proxy services... so - we will play with a lot of laggers (because any proxy connection is too slow in comparison with a direct link) -

CF NA is the only cf that i have a ping lower then 35
my ping in cf eu is 60+ and in anyother cf is 100+

All accounts created after the IP restrictions were put in place will have the restriction on them no matter where they're created. -
Deal with it and move to another versions of cf. If you had an old account you wouldn't have this problem. Though I'm from Europe and my ping isn't 200, it's usually between 41 and 55...
If someone is from Europe his/her ping on UK servers don't have to be that much. -

The IP restrictions are set because Z8Games doesn't own the licenses to those countries, however if they did own them, then there would be no need for IP restrictions.

There is every need, what about game quality? i.e everyone not having ridiculous pings? Like Dot said "no need for you to ping 200 and play on this one".
They don't have to ban BR's either, just do what they did when they blocked the other regions and allow the current ones to stay if they choose, which is totally fair for everyone involved.
