1st one: Yes, they will remove your honorable ribbon if they do found that had something to do with the problem they were investigating, but there was not much investigation or it wasn't that much of a deal and gave you a second chance.

2nd one, He tried to use a patched third party program and he got blocked instantly making his honorable ribbon disappear. Does it matter? No, since it was about a year ago and as far I know that account he owns is still there and has not been permanently banned.

P.S are you his fan? It seems like you care so much for a simple digital img on someones account for literally no reason.

this is true about the chargeback

Through some payment methods, such as PayByCash, you can request for your money back from the ZP purchase. This gives you your money back, and you keep your ZP. If a chargeback is detected, the player either goes under investigation, or is banned immediately, not too sure.

The ribbon states that you have never been banned or have had account investigation, not "You have never been banned since the release of ribbons". If he was banned from a period before ribbons were out, he still wouldn't have the ribbon.

If they are investigating your account, you would only loose your account if they found proof towards your hacking, otherwise, they will return your ribbon after the investigation.
