25 Frags = 25 Kills, they don't count from mutant
related modes.

Every single player in this game will be counted towards the total amount of 100M (100,000,000) Kills.

All you need to do is get 25 Kills to get this Ribbon, but in order to receive it the event has to calculate 100,000,000+ Overall from all the games from the day is set to the end. If they don't make it, you don't get sht(in less words).
