I would say go here -> http://www.speedtest.net/ <- and test for a random place in the US, in the Philipines, and in Malaysia. I recommend try at least 4-5 different points in each country to test to get an average ping. That should give you a pretty good idea of which one will give you a better connection.

I think that might actually be a question that the GM would be able to answer out of anyone here since we have no idea about CF's plans for another server.
