I was chatting with a few people and a lot of them told me that they had nerfed the m4a1 Tiger. If this is true, why?

Not true.
You could've gotten it in CFFA2011 like Hi did or in Oct '09 when it was for 100 coupons.

Actually a fair number of people own it. Originally it was a bug when they introduced the gold M4 and people who redeemed it got to keep it. People who won the 2011 CFFA got the M4 GT too.

From what I know it's always been weaker than the normal gold M4.
