You can only mod the fonts

Simple, imagine if we WERE allowed. Everyone could just skin their guns with the skin they want, there would be no point for Devs to release more reskin guns. They would lost moneys.

Anyway, in short, you're not allowed to edit/change REZ. extension files. You're only allowed to edit/change: .wav ~ .tga ~ .mp3 ~ .txt (if you know what you're doing tho), etc. Just don't touch .REZ and you'll be fine.

REZ files contains textures, weapons skins, sounds and few more thing important to the game. Once edited/changed, they can give advantage to the one who edited them in some cases, that's why it's illegal in general. That and the loss of income.
