Kind of a complaint more a question.
I have reported a person for speed hacking 2 times over the last 6 months. He still has same Id and in Videos I submitted he admitting hacking. He has not started stalking me in the game. When I say I will just report again he laughs and says Dud I spend alot of money here they will never kick me. No I was in the thought processes that dint matter if you spend cash you will still get booted. Now the question is How should I handle this situation ? I can keep reporting him but I feel after 6 months he should have been gone. I have him on ignore but he seems to find me no matter what room or what server I am on. He is really ruining the enjoyment of the game.

Report for harassment and hacking. It usually takes a long time before they get to the person you reported. You don't have to keep reporting. That just takes more of the Gm's time. Best thing to do is just play in another server, one you usually don't play in. Or you can make an alt account/change your name. Then that person wont be able to follow you around. It's better not to say you're going to report them. That's probably the reason why he's doing what he's doing. Just report and leave the game. No need to communicate with people hacking.

You are right. I am not sure, but there is a rule that people can use money to buy back account even it got permanent banned. Since last month, I saw many high rank people hackers such as captain, or even colonel. They all have crazy weapon such as Golden AK or M4a1, Permanent kriss or something like that. I don't think you can help this. Try to stay away from him. -

Ty all for the suggestions What I am going to do is not argue with him get screen shots and report for harrasment. I hope this takes care of the problem, I really dont want to start over with a new charactrer. Since I dont buy zp I cant change my name.

No... xtrap starts as 3, 7, 15, month, then permanent I believe.
Anything reported to support that has evidence of any kind of hack will be permanently banned. -
I reported a zp wh0re second or first lt (forgot) like 2 years ago. Still plays.

Kicked? Or you mean banned?
Having ZP does not give some sort of immunity to being possibly banned
