The Santa hat and Rudolph hat from a GP crate in Christmas 2010 count for the ribbon but don't show up on profiles.

The "Which side are you on ribbon?" can be earned by choosing a rival factions team. -

i want all the ribbons i can possible get and i would like that one but the rival factions was held in 2011 and this account was created in 2012 -

It seems that he somehow got into Global Risk, even though you couldn't join. It is strange, but it doesn't seem like he did anything such as hack the server.

You dont have to hack to get it. I joined after 2012, and got mine.
Basically you don't login to your account and go to the rival faction page and click apply. Then it will lead to entering your login name/password. (This is when you should login)
You will receive ribbon after that. -

This ribbon will be once again a standard issue soon enough!
edit: You may be able to get the ribbon still, but the choosing a side function is not working 100% And the RF missions and prizes are still disabled. Once we get everything working then it will work 100%. Right now if you can't get the ribbon, then you can't get the ribbon. If it worked for your account then great! I know that's a horrible answer, but we'll get it fixed. It's on the list! -
