You should make it as

1. No 3v3 in a 0/16 room so if you wanted to 3v3 you could make a 3:3 room
2. #1 solves the problem of letting us now be able to join at half time... so many people crash during cw's cause of the games bad design
3. Take down the midwest server and foxtrot and put in a new CW server for south america and africa lots of people play from there probably a good quarter of the total active population of the game.
