Not much you can do with an IP besides "SUPER LEET" 'tracing' it and thinking you know his exact location

But, you can syn/packet flood (DOS) it, but lets be realistic.. who has the resources or knowledge to actually do that?

You don't know anything.

I know about LOIC and HOIC (the majority of 4chan does..), I setup firewalls to prevent against it.

Keep on Googling, maybe you'll find that you need some power to flood packets torward a host.
