15 gun still no ribbon

i have now 15 permanent gun(p228 3 time) but still i not receive my ribbon?can anybody tell me when i get this?

maybe you need 15 different weapon not same. But i dont know wait for a pro answer :P. Just said it but seriously i dont know :S
