There is no way to get a perm m66.It's an event item,u can only get it temp,maybe they will give away some 7/30 day ones soon,so just wait.

As of now, the m66 is only achievable through special events and is a limited weapon.

Bottom line: it's an event-only weapon, with no current plans to make it permanent.
