That means you are outside of the green region. Fore more information, look here.

The map is not decided by how many players from a certain region but by whether that geographic area has been licensed by another company.

That's because if you made an account BEFORE the IP restrictons you can still play here on that account.

as for the hacking part.... I agree. the worst part is, one of thouse said country's has their own version, they are NOT restricted from this version and yet a good chunk of them that I see in-game are hacking.

I say drop the IP restricton hammer on the coverage area of CF LA.... just saying...
