I recently reported someone that was insulting me and my family, but it appears that this person got a name change, i just now got the ticket back when when i followed the link to this person account their name was different, and i sent with the support ticket the clan page address of this person, do they still get banned or does changing their name avoid the ban?

The straight answer here is no.
However bans for abuse cases such as this are at the discretion of the GM handling the case.
While we don't like to see people use things like sexist, racist or other bad language words and phrases we also cannot simply remove every person who gets a little frustrated in a video game.
Some history here has to be taken in to account, as well as the length of the evidence given. You said here, this person insulted you and your family. In the screenshot evidence you provided (1 screenshot) this person said 1 bad word.
In the case of the GM handling the case, perhaps that person did not see enough of a story to issue some sort of ban and instead issued warnings to players or other such actions. And even in this case if you were looking for some sort of permanent ban it would likely not be issued. This seems as if it was a one-of case and this player doesn't have a previous history nor does the player have a previous history of being reported. If you have further screenshots of a prolonged conversation in the same nature as the one you submitted with this player then we would be happy to look at the extra evidence.
Lastly, it should also be noted that the players USN (user number) never changes no matter what your in game name is. Their Clan Page 'page' will always be the same. So you were correct in giving us that link. But we also have change records, there are quite a few hackers who seem to think that changing their name will skip them from a ban, which it does not. -

.. even if i did take more SS they got deleted because i wiped my old drive.... got a new PC and transferred all of the important stuff from it to this one... didn't think about 5000 screenshots was worth waiting a couple of hours and quite a bit of disk space to transfer.. average size was 3.5 MB. that times about 4000 itself is 14k MB. -

There shouldn't be bans for insulting pl0x. There is block chatting + vote kick for insulting, and also its a FPS game. There will always be raging and cussing no matter what. It's wiser to focus more on cheaters than QQers or else the majority of cf players will get banned.
(Especially the good players that have a huge ego)
Also, no one wants to lose their honor ribbon to something so petty. -

Um, [GM]Saidin, I know it is a big request, but is it possible to basically sticky a thread explaining more about Support Tickets and what is enough evidence of a conviction and maybe showing an example of how to send a ticket for a host of different topics, so the GM's that manage the Support Tickets have to spend less time looking at complaints that do not have all of the required information that is needed? -
Who cares? It's only a temporary ban from 7 days(first offense) to 30 days if continued may lead to permanent ban.
Well, many people actually should care, as it breaks the ToS, which every player abides by/agrees to when the make an account. That is why it is a bannable offence. -

I didnt say why was it a "bannable offence", i said who cares the ban is only temp just make a new account until it expires. You will lose your "Honorable Soldier" but its not like ribbons matter so yeah :l

For where you live, do the surveys that you fill out give much ZP, because I know most of them are centered for the U.S. -

the ones i do are like 2k each, there was a few that offerd me 10k

Ugh. But you probably have to get annoyed to keep changing them all that often.
