Why don't MODs use their powers more?

I'll often see threads filled with spam and trolls, especially in the competitive forum (but not only there).

Sorry if a certain MOD thinks I'm calling him out on this one but I've seen it happen dozens of times, I just thought of making a thread about it now though (so nothing personal).

Moderators will often post something along the lines of "stop flaming, stay on topic" or something of the sort, and then just leave the thread like it is. Wouldn't it be more beneficial to the forums if flame wars were prevented by deleting/editing posts that provoke other users?

I've even seen threads (some my own, many not) being closed because flame wars broke out on them. Why not simply delete the posts, and whoever attempts to start it back up again after the posts were deleted either warn/infract them? Perhaps some people want to talk about the topic intelligently, without flaming?

Also, are warnings ever really given? I've received 1 warning and 3 infractions since I became an active forumer, that's 3 times more infractions than warnings. One of the infractions was even for me saying "umad?... lol" when I was commenting on someone's avatar of a dog saying umad, but I digress.

Shouldn't more warnings than infractions be given? Warnings are there to guess what, warn someone. Obviously if something is serious enough then an infraction should be given, but for all other cases the user should have a warning or two on the specific type of rule that they broke before they start getting infractions on it.

I think the forums could be a much friendlier place if lots more warnings followed by infractions were given for users that fail to comply with the rules.

Rules are there for a reason, and yet they are rarely and selectively upholded, depending on each MOD's mood at the time that they're on the forums.

Just my 2 cents on how I think things should be run...

@MODs, this thread follows the rules as far as I can tell since I'm not insulting, just giving constructive criticism. No reason it should be closed. Also, don't take things personally, you're part of a bigger picture.
