Regrettably the change made by GM's experience by reducing the maximum per class. Only affect the good players. It should take action regarding Rackers not hinder the progress of honest players.

It's just to prevent players from farming (too much).
It's just annoying for people who purchased lots of EXP+ items.

You get no xp for multi kills is that done intentionally or is it a bug? When will it be fixed?

Must be because multi-kills aren't counted as multi-kills (same reason why you don't see the signs on the top-right corner)

I have made a thread on this few weeks ago. It doesn't matter about rank, the EXP reward giving rate have been decreased by x%.
