Installer never opens

My friend is having a problem with his installer. He has it downloaded, but when he tries to open it, it just hangs in his task manager. Nothing actually executes.

He uses Windows 7.
He's tried rebooting.
He's tried disabling his firewall. (Note*, in the list of programs that show up in his firewall, the installer isn't listed at all. I don't know if this is the source of the problem, of it is just not showing up because the problem has yet to actually open.)

Any help?

    the same problem is happening with me and my friend nathan
    we're trying to open the installer but it never open!
    he tried to solve the problem rebooting but it doesn't work

    your english was good ! hopefully someone responds soon.

    should also mention that my friend tried running as administrator and in compatibility mode, no luck there either.
