Could someone help me?

Okay so my problem is when I am playing, my FPS drop so bad to 10, I cant play with 10 FPS...
I used to play with a PC with> Windows XP, 1GB RAM, 256MB Video Card and around 1.6 Ghz, used to get around 30-70 FPS.
Now I am attempting to play with a PC with>

Are these Specs so bad? I was hoping to get 30 or 40 FPS straight... Instead I get 10-20, if there is something I can do to improve my FPS will someone tell me?
