Totally lag in period

Hi, since the last patch my game is lagging in period (all stops, nobody moves, and then all are at nother position ..), my ping ist most STABLE, no ping up going.
System: win7 64bit, no other programm, Kaspersky (treid with deaktivation too)
Pls help, cause this totally lag in periods is really ****

(i am from germany, and playing on uk [4])

if you have a laptop and it freezes and the sound jacks up, lift your laptop a little off of the table, always works for me.. something to do with the speaker vibration on the motherboard

nope, i don't use latops for gaming at home..(cause this for example)
something other:
i play with my clan for 5 h and after this all from the clan have their normal ping + 100 ( for example: 50->150) and this till the next day ( and we all play from other locations in germany)
it's really looking like a disadvantage of german player..( i know thats a little bit like a crying cause something doesnt work, but it's fact..)
