Game wont download HELP!!!!!!!

I download the cf down loader but once i choose where to save it too and click next. The download bar comes up but then it doesnt move and it freezes. I've tried disabling my anti-virus and a few different fixes but none seem to work. I just did a full clean of this computer so it has only the bare necessities on it. I also just tried downloading on a laptop and it seemed to work fine so its individual to this computer. If somebody could help with this problem quick it would be appreciated.
