In warcraft a game where you press alt+QQ to leave the game.
So when the enemy was crying/whining etc people would say QQ telling them leave the game because the suck so bad. (Read that some were can't remember were but it's probably true)
But here in cf it's used as a term for crying players as a gh0st mentioned.
