I think you have to be a US Citizen, not just a legal resident (green card).
From their website:
ALL team members MUST be US citizens, and may be subject to verification before the US National Finals.
As well as the obvious qualify from playing the game durr

We recently finished the WCG. I don't know much about if or when they're gonna host more qualifiers. There probably would be announcements I bet. -

WCG hosts Qualifiers once a year or double.
