No they cannot for many reasons.
1) They might lose much of there customers
2) There would be less maps which would make even more players quit cf
3) That would also delete weapons which would
3 a) Make many people angry
3 b) People wouldn't be able to enjoy cf as much
3 c) People who do have guns that get taken away would think it would be plan right unfair
4) If there are no more patches, there would be less GMs/Mods/CM to monitor cf since its already a finish gamed thus meaning they lose there jobs
5) People would get bored of this cf.
