Clan reputation
First of All, A general suggestion:
Don't directly ban the account, which might cause trouble if the decision is wrong. Instead, send the email with the replay, as long as an issue number. The account is marked with forbid, so if the player are trying to login the game, he get a message that " the account is pending, please check email ***@***.*** for the replay, if you think the ban is unfair, please resubmit a request for review in 7 days, otherwise, the ban will be confirmed"
This sounds awkward, but it will avoid many human issue, and provide the possibility of following procedure.

Since there are limited Z8staff to handle this wildly hacked game, and many hackers are wearing a clan tag. Why not push some of the review work to clan.
Procedure are like this:
Upon a hacker report:
if (hacker are in a clan)
{
send the replay to the clan, ask them to feedback a decision in 3 days.
if (clan replied in 3 days)
{
if (response as confirmed as a hacker)
{
if (clan provided screenshots or time stamps from the replay to confirm hack)
{
// so that z8 staff can determine the issue with less effort
ban confirmed,
clan reputation increased by 5
}
else
{
send the replay to the player, with an issue number;
forbid the account till his next attempt to play, notify there is a ban pending and reject;
till this moment, there is 7 days grace period to submit a request to review with the replay;
if (no complain received during the grace period)
{
issue confirmed;
player banned;
clan reputation + 2;
}
if (review confirmed a hacking)
{
issue confirmed;
player banned;
clan reputation + 2;
}
if (clan decision is wrong)
{
decrease the clan reputation by 3;
}
}
}
else if (clan response not a hack)
{
review it;
if (apparently a hack)
{
decrease the clan reputation by 10;
}
else if (not a hack)
{
increase the clan reputation by 1;
}
else if (hard to tell)
{
nothing to do with the reputation, reviewer normally would not ban,
}
}
else (//clan says hard to tell)
{
review by z8 staff
if (a hack)
{
decrease the clan reputation 1-3 depends on the easiness to tell
}
else if (no a hack or hard to tell)
{
nothing to do with reputation
}
}
}
if (not replied in 3 days)
{
staff review; decrease the clan reputation by 3 + (1 to 3) depends on the easiness to find a hacker
}

restrict them to join the clan war
can be rejected from pub if member want to play
provide zp option to reset the reputation, but must be $10 over
if clan reputation decreased to a certain point, force them to disband

And watch my signature, I have that quote 1 year ago. Now if Giggletron is still here, I want to know if she/he has seen a hacker.
I call them ostrich at the time. They bury their head and assume danger is not around.
