i don't think its a bug, if it was a bug it would been fixed a long time ago i think.
there is no repair button because there is no damage bar, i think that makes sense.

M66 no damage

I noticed the M66 doesnt take damage, ive never been worried about it, or though it was a bug. It just seems cool you dont have to repair a weapon for a change

It's no bug, the gun is coded to have no repair bar/not break.

The gun is an event only gun making it special. The M4-Adv on the other hand is available whenever through the ZP temp shop, coupons or crates.

Its not a bug, its been this way sense the gun first came out.
