IS this a Hack or Not ?????

That's caused by lag.

i got this to one time , i joined a fresh started game in ceyhan and i fall from sky in the middle of the map i was like aehhmmm sure i think its a bug

More of a bug than lag, sometimes you spawn in the middle of the map, or the middle of the map where ever it is in their map editor.
In port you end up on a roof, in SnD Mexico you end up in the tunnel. In crossroads you end up right in the middle.
It's just a bug that happens time to time.
