Yes it does. If it was one of the event items, or something else in that category, I would've given the proper response. -

It doesn't matter anymore, as the timeframe for certain compensation has passed. Now if he still wants to get any form of compensation, he will nonetheless need to take it up with support, where they can take a more scrutinizing look at his account.
