Im new and im havin some issues need assitance

hey im new this my first post..but im familiar with forum rules ..firstly ive read all the posts/threads regarding region issues i'm facing this problem too ever since the patch came up last night ! im new like i said ..so new jus joined..anyhow ive left a ticket soon after the patchin i still havent reached a solution yet or been contacted yet..if i havent left an email address there or anything how will i be informed that the problem has been rectified !?
Secondly i have this new laptop with built in Intel gfx and a windows 7 OS, how the hell do i turn off Vsync on it ! i want to get a more steadier FPS ! Also, kindly can who ever readin this also post their fps so i know whats the avg an max of the game..im guessing it should go to a 100
Third and lastly the item shop and blackmarket confuses me..why do certain items have dates on them ? are they only available till that long ? or is the amount of days we can use the items for ? Also since im new im finding it hard to figure out who to shoot at times..chars on both teams look similar (other then lookin at the radar to see where teammates are) im talkin about when they come infront of you or like when you spot them.
