All account issues (banned or stolen etc.) need to be discussed SOLELY with support through their web form.
I would recommend filing it under Account >> Account Administration.

As a sidenote: accounts are not directly stolen, but are given up by the original owner, usually through a ZP scam or from a keylogged hack or a keylogged download.
