How to Vote 3 Times

They say you can vote 3 times and get 3 codes per day as long as you have different ip

I logged in and voted on my computer and it worked.

Then I asked my friend at his house to log in for me and vote but it says I already voted and cannot vote again. What is this?

It should be bug. Normally he should be able to vote a second time for you.
