Stupid kick script

Ok in a room of a full 16 and there's a guy hackicng and it was 9 agree 7 decline HOW? there was more agree then decline but for somr reason it has to be 10 agree 6 decline for it to work is it a bug? or is that the way its supposed to be? its annoying and a guy speed hacking mass knifers and people STILL F12 ITS ANOYING!
