Usually user or installation error, the ISP just rent someone elses cables.

I, as most people on this forum, don't even live in the US so asking everyone to post their ISP seems beyond pointless.

Just how it works.
If you get a different ISP, the data will go through exactly the same cables, more or less.

Make sure its not something wrong with YOUR network.
Decent net owners have lots of redundancies, so its very unlikely that its someone elses fault.

Romania is on 3rd place when we are talking about internet quality/speed. Therefore, my Isp is one of the best ISPs from the World.

South Korea and Sweden does. I suppose Romania is third if its true, granted I doubt it.
