How to tell how many FPS you will get?
Let's simplify it:
You will most likely get a computer with 2GB or more RAM with 1333MHz or more. That is enough in every case so let's ignore the RAM.
The harddrive, mainboard and power supply won't affect your FPS so let's ignore them too.
Now look up the CPU in google. E.g. type in "i7 920 benchmark" for the i7 920 CPU. You need to find benchmarks for a game similar to Crossfire. So you need to use google to find a game that needs just one thread and is CPU limited. The FPS you will find there will most likely be similar to your FPS in CF.
The graphics card isn't really important. Every card for 100$ or more should be able to achieve at least 200 FPS. Maybe you have to pay less. -

it may sound logical but not every decision is logic based, you can keep buying computers and trying them till you get the best results but is that really the best option for this certain situation? no logic is not your friend here, moving on... -
Well, 3.0 is more than 2.7 GHz and that means that the clock speed is higher (~=faster).
But what you said here:

It is a lie used in advertisement that a higher clock speed means that the processor is faster.
