change the value to:ffffffffff
it shud look something like 0xffffffff

Anyways the reason windows 7 and Vista have these ping spikes is due to how they handle sound coming through the network.

If for any reason the sound becomes unsynchronized or glitches, windows 7 and vista stop all other processes intill the problem passes This leads to a couple seconds of no input from the network and a freeze up on your computer for a couple seconds.

Changing the network throtling to FFFFFFFF basically tells the computer to commit as much resources it can to fix the problem rather then just use a small amount and frreeze everything else up.

The problem may still happen but it will happen a lot less.

Also another concern. If your using Wifi and there is a microwave nearby to the modem, anytime the microwave is on it will interfere with the wifi single and may even completely disconnect you from the internet.

It's actually because Vista and 7 refresh all their packets once a minute, unlike XP's constant streaming of information, but it's whatever.
