Ping Issue West Coast Server,

Okay guys since the Server lagg on west coast or whatever i've been experiencing ping spiking. The First day when the Server lagg was resolved my ping was 180-200 Spiking not much but then i continued to play and noticed my ping kept spiking to 200-278 this wasn't a concern until the Ping went from 278-394 spiking, then went to 490 and stopped from there.

I Did a Ping test from Pingtest.net

And here are my results
Packet Loss- O%
Ping-101ms
Jitter-29ms

My Grade was B which means that its very good net or something like that.
My Line Quality was B.

So yeah
Around 3pm Australian time i get 180-200 spiking then after like 5 or 6 it starts spiking really fast :$ how do i check if someone is using my internet and also its Cable internet.

i also used Gamebooster Which helped a little.
